[Stronsaylimpet] Change to waste collection dates

Waste collection over the Xmas/Hogmanay period will be on Wed 24 Dec and 
Wed 31 Jan 2026 instead of Thu 25 Dec 2025 and Thu 1 Jan 2026.

Waste collection will return to normal on Thu 8 Jan 2026.
